We're currently in a second floor apart...Hi, Laura!<BR/> We're currently in a second floor apartment in Westland, and facing a very similar situation. We have incredibly rude and loud neighbors, and the people in the apartment above us seem to run around most of the night. I even came out of the apartment one morning on my way to work to find all four of my tires slashed. (Apparently, someone in the building was annoyed by the parking space that I occupied).
